2. 공동연구개발 추진체계, 추진전략 및 수행계획
가. 연구개발 추진체계
본 과제에서 다루게 될 분야의 국내연구수준은 선진국에 상대적으로 뒤져있는 상태이므로, 미국, 일본, 유럽지역에서 발행되는 각종 자료들을 수집하여 분석하고, 본 과제와 관련된 국제학회에 참석하여 최근연구동향을 파악하고, 관련 전문가와의 의견교환을 통하여 제안된 과제들을 수행한다.
또한 국내의 산학연 관련 전문가들과의 기술 및 인력교류를 추진함으로써 산출되는 연구결과를 추후 대규모 개인휴대 멀티미디어 통신관련 연구개발과제에 활용이 용이하도록 긴밀한 협조체제를 구축한다.
연구개발에 대한 확실한 방향 및 개념을 정립하여 체계적인 연구개발이 수행되도록 한다.
국내의 관련 연구팀과의 긴밀한 연계체제를 구축한다.
연구원들의 세부 목표별 유기적 조직을 구성한다.
효율적인 연구개발 환경을 구축하여 신속히 연구를 추진한다.
연구개발을 효율적으로 운영, 관리하고 객관적인 자체평가를 수행하여 이의 결과가 다음업무에 반영되도록 함으로써 성공적인 연구개발이 이루어지도록 한다.

관련된 분야의 Conference 및 연구보고서, 논문집 등에 의한 기초자료 수집
연구진과의 정보교환 및 분담연구 형태로 공동연구함

해외관련분야 연구종사자를 초빙하거나 방문하여 기술교류
계속적인 자료수집을 통해 얻은 정보들을 이용하여 제안한 방식을 수정, 보안해 나감과 동시에 해석적인 방법을 통해 제안한 방식의 타당성을 검증
실시간 구현을 위한 하드웨어의 계산량 검토 및 알고리즘의 정리
